Ghana targets 70% 5G population coverage by March 2027

The ambition is measurable, but coverage is not the same as affordable, reliable and productive connectivity.

Government has announced a target to reach 70% 5G population coverage by Ghana’s 70th Independence Day. The verified deadline is 6 March 2027—not the end of 2028. No published baseline, complete rollout schedule or affordability framework has yet been identified by GPEx.

Qualification to retain

Population coverage is an infrastructure indicator—not proof of digital inclusion.

A network may technically reach 70% of the population while citizens remain unable to afford service or compatible devices, experience poor reliability, or lack productive uses. The target should therefore be classified as a policy commitment until measurable implementation evidence emerges.
