The policy problem
Enforcement, livelihoods and environmental recovery must be addressed together.
Ghana’s mining framework distinguishes licensed small-scale mining from mining without a licence. The Minerals Commission also describes small-scale mining as a potential source of rural employment, livelihoods and entrepreneurship when conducted sustainably.
The central policy question is therefore broader than stopping individual sites. It includes the integrity of licensing, oversight of mineral rights, gold purchasing and supply chains, enforcement consistency, community participation, and measurable restoration of damaged land and water.
